{"id":15799,"date":"2023-07-08T13:57:28","date_gmt":"2023-07-08T17:57:28","guid":{"rendered":"https:\/\/www.bruu.org\/www2\/?page_id=15799"},"modified":"2025-11-26T18:03:41","modified_gmt":"2025-11-26T23:03:41","slug":"affordable-housing","status":"publish","type":"page","link":"https:\/\/www.bruu.org\/www2\/affordable-housing\/","title":{"rendered":"Affordable Housing"},"content":{"rendered":"<p>Check out the <strong><a href=\"https:\/\/www.commonwealthhousingcoalition.org\/priority-bills\">priority bills<\/a><\/strong> identified by the Commonwealth Housing Coalition for the 2026 General Assembly.\u00a0 See also our <strong><a href=\"https:\/\/www.bruu.org\/www2\/voice-virginians-organized-for-interfaith-community-engagement\/\">VOICE page<\/a><\/strong> with information about the October 19, 2025 &#8220;action&#8221; in Herndon.<\/p>\n<p><a href=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2025\/07\/sffhou.png\"><br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-18408\" src=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2025\/07\/sffhou.png\" alt=\"\" width=\"800\" height=\"551\" srcset=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2025\/07\/sffhou.png 800w, https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2025\/07\/sffhou-420x289.png 420w, https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2025\/07\/sffhou-768x529.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<p>Within Manassas and Manassas Park, BRUU&#8217;s affordable housing advocates are meeting directly with developers, key officials, and elected leaders.<\/p>\n<p>Much of BRUU&#8217;s social justice work regarding affordable housing in Prince William County is channeled through <a href=\"https:\/\/www.bruu.org\/www2\/voice-virginians-organized-for-interfaith-community-engagement\/\">Virginians Organized for Interfaith and Community Engagement (VOICE)<\/a>.\u00a0 The county approved an <a style=\"background-color: #ffffff;\" href=\"https:\/\/www.pwcva.gov\/department\/planning-office\/affordable-dwelling-unit-adu-ordinance\">Affordable Housing Ordinance<\/a> (AfDU) in <a href=\"https:\/\/www.pwcva.gov\/news\/board-county-supervisors-adopts-affordable-housing-ordinance\">June 2025<\/a>, so these are constructive times to engage in socal justice advocacy.<\/p>\n<p style=\"text-align: left;\">In 2024, the BRUU Housing Task Force asked the City of Manassas to do the following:<br \/>\n&#8211; Create the position of Housing Coordinator<br \/>\n&#8211; Create a plan and strategy for affordable\/attainable housing<br \/>\n&#8211; Identify where affordable\/attainable housing could go, buy those properties and zone them accordingly<br \/>\n&#8211; Use the Housing Trust Fund to increase the number of owner-occupied units<br \/>\n&#8211; Partner with Manassas Park and Prince William County to coordinate the plan and obtain grant funding<\/p>\n<p>A member of BRUU&#8217;s Social Justice Committee moderated the March 21, 2024 <a href=\"https:\/\/fb.watch\/qZo8zTXmGF\/\">affordable housing discussion<\/a> of the Committee of 100. Michelle Maldonado, Sonia V\u00e1squez Luna, Tom Osina, and Mark Wolfe from City Council, city planning commissionrs and staff, plus local residents.<\/p>\n<p>We explored:<br \/>\n&#8211; What is the city&#8217;s responsibility to ensure there is enough affordable housing?\u00a0 How much is &#8220;enough&#8221;? Contact us at <a href=\"mailto:housing@bruu.org\">housing@bruu.org<\/a>)<\/p>\n<p>We accepted Prince William County&#8217;s definition of affordable housing (&#8220;housing that costs 30% of the household\u2019s annual gross income or less&#8221;) and chose to focus on the challenge for those earning 80% or less of <a href=\"https:\/\/ami-lookup-tool.fanniemae.com\/amilookuptool\/\">Area Median Income<\/a> (AMI).<\/p>\n<p>We decoded acronyms such as LIHTC and started to understand which programs address which problems.\u00a0 In particular, we focused on what can be done at the local level to expand the supply of affordable housing units, and where our advocacy could make a difference.<\/p>\n<p>It&#8217;s easier to recommend different solutions after clarifying the problem. Simply scattering new affordable housing units anywhere, far from affordable transportation, would be poor planning.\u00a0 As noted in Prince William County&#8217;s long-range 2040 Comprehensive Plan&#8217;s <a href=\"https:\/\/storymaps.arcgis.com\/stories\/636cc615380f4e6ab1275d23d08a99e4\">Housing Chapter<\/a>:<br \/>\n<em>It is generally recommended that the combined cost of housing and commuting should not exceed 42% of a households\u2019 gross income. On average, transportation is the second largest household expenditure after housing, and transportation costs are directly impacted by the location of housing, specifically proximity to employment, schools, and other essential service destinations.<\/em><\/p>\n<p>One of our initial successes in 2022 was getting the problem quantified in Prince William County&#8217;s 2040 Housing Chapter:<a href=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/ami.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-15800\" src=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/ami.png\" alt=\"\" width=\"500\" height=\"270\" srcset=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/ami.png 500w, https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/ami-420x227.png 420w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p>One challenge in dealing with affordable housing is the complexity of the government programs and the need to decode bureaucratic jargon.\u00a0 We finally figured out the number of units financed by the <a href=\"https:\/\/www.virginiahousing.com\/en\/partners\/rental-housing\/rental-housing-tax-credits\">Low Income Housing Tax Credit (LIHTC)<\/a> program in Manassas and Manassas Park, and when those units might be converted to market-rate housing:<br \/>\n22 units at\u00a0<a href=\"https:\/\/affordablehousingonline.com\/housing-search\/Virginia\/Manassas\/Manassas-Arms\/10042795\">Manassas Arms<\/a>\u00a0(financed via LIHTC in 1997, could be converted to market-rate rents in 2027)<br \/>\n82 units at\u00a0<a href=\"https:\/\/www.southmaincommons.com\/\">South Main Commons<\/a>\u00a0(financed via LIHTC in 2000, could be converted to market-rate rents in 2030)<br \/>\n36 units at\u00a0<a href=\"https:\/\/www.udr.com\/washington-dc-apartments\/woodbridge\/signal-hill-apartment-homes\/\">Signal Hill Apartments<\/a>\u00a0(financed via LIHTC in 2003, could be converted to market-rate rents in 2033)<br \/>\n148 units at\u00a0<a href=\"https:\/\/parkplacesenior.com\/\">Park Place<\/a>\u00a0(financed via LIHTC in 2004, could be converted to market-rate rents in 2034)<br \/>\n59 units at\u00a0<a href=\"https:\/\/oaksofwellington.com\/\">Oaks of Wellington<\/a>\u00a0(financed via LIHTC in 2005, could be converted to market-rate rents in 2035)<br \/>\n282 units at\u00a0<a href=\"https:\/\/www.brentwood-apts.com\/\">Brentwood<\/a>\u00a0(financed via LIHTC in 2009, could be converted to market-rate rents in 2039)<br \/>\n79 units at\u00a0<a href=\"https:\/\/wesleypropertymanagement.com\/property\/quarry-station-senior-apartments\/\">Quarry Station Seniors<\/a> (financed via LIHTC in 2002, r<a href=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/lihtc2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-15829\" src=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/lihtc2.png\" alt=\"\" width=\"975\" height=\"845\" srcset=\"https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/lihtc2.png 975w, https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/lihtc2-420x364.png 420w, https:\/\/www.bruu.org\/www2\/wp-content\/uploads\/2023\/07\/lihtc2-768x666.png 768w\" sizes=\"auto, (max-width: 975px) 100vw, 975px\" \/><\/a><\/p>\n<p>The shortfall in local <a href=\"https:\/\/housingforwardva.org\/toolkits\/affordable-housing-101\/what-is-affordable-housing-v-subsidized-housing-v-workforce-housing\/\">affordable\/workforce housing, <\/a>requiring no more than 30% of a household&#8217;s income, is significant.\u00a0 In 2021, the Joint Legislative Audit and Review Commission (JLARC) calculated that Prince William County needed <a href=\"https:\/\/jlarc.virginia.gov\/landing-2021-affordable-housing-in-virginia.asp\">8,800 more dwelling units<\/a> (apartments\/houses) to meet the demand for just the residents earning 50% or less of <a href=\"https:\/\/www.hud.loans\/hud-loans-blog\/what-is-area-median-income-ami\/\">Area Median Income<\/a> (AMI).<\/p>\n<p>Even more units are needed to meet the demand for those earning between 50-80% AMI, and additional units for the residents earning 80-120% AMI (a category which was highlighted in Prince William County&#8217;s <a href=\"https:\/\/www.pwcva.gov\/assets\/2023-01\/CPA2022-00001%20Housing%20Plan.pdf\">2040 Comprehensive Plan<\/a>).\u00a0 Building 8,800 more units would cost over $2 billion.<\/p>\n<p>In 2023, the City of Manassas Housing Trust Fund had $2 million.\u00a0 Prince William County needed to re-rstablish its Housing Trust Fund before it could accept proffers tied to new zonings, but had $2.5 million from rezonings approved before the proffer law was revised by the General Assembly.\u00a0 In December 2023 the Board of County Supervisors allocated $5 million from the FY23 surplus to the county&#8217;s Housing Trust Fund.<\/p>\n<p>The draft FY25 Budget proposed adding just county staff in FY25-26, then adding $5 million annually to the Housing Trust Fund in FY27-29.\u00a0 \u00a0County staff also proposed an <a href=\"https:\/\/www.pwcva.gov\/department\/planning-office\/affordable-dwelling-unit-adu-ordinance\">Affordable Dwelling Unit ordinance<\/a> to be adopted by July 2024.\u00a0 That ordinance was required before making allocations from the Housing Trust Fund. VOICE has continued to press for adding $5 million\/year to the Housing Trust Fund starting in FY25.<\/p>\n<p>Most funding for affordable\/workforce housing in Manassas, Manassas Park, and Prince William County come from Federal and State sources:<br \/>\n&#8211; US Department of Housing and Urban Development (HUD) <a href=\"https:\/\/www.hud.gov\/topics\/housing_choice_voucher_program_section_8\">Housing Choice (\u201cSection 8\u201d) vouchers<\/a> provide a rent subsidy so people can afford market-rate apartments.\u00a0 In PW County, such vouchers provide $35 million to support 2,000 families.<br \/>\n&#8211; The Virginia Department of Behavioral Health and Developmental Services (DBHDS) has a <a href=\"https:\/\/dbhds.virginia.gov\/developmental-services\/housing\/state-rental-assistance-program\/\">state rental assistance program<\/a> so people with developmental disabilities can live in their own rental units, and a <a href=\"https:\/\/dbhds.virginia.gov\/assets\/doc\/EI\/dbhds-psh-fact-sheet-2020.pdf\">Permanent Supportive Housing<\/a> program.\u00a0 Additional support is available for <a href=\"https:\/\/www.hud.gov\/program_offices\/public_indian_housing\/programs\/hcv\/vash\">veterans<\/a>.<br \/>\n&#8211; The <a href=\"https:\/\/www.dhcd.virginia.gov\/vhsp\">Virginia Homeless Solutions Program<\/a> in the Virginia Department of Housing and Community Development deals with &#8220;rapid rehousing.&#8221;<br \/>\n&#8211;
